Mike Kehoe
Overview
Mike Kehoe is the governor of Missouri. This entry documents his official role in the 2025 congressional-redistricting plan, House Bill 1 (HB 1), and his public response after Missouri voters invoked the state referendum process.
HB 1 and the special session
Kehoe convened the 2025 special session for congressional redistricting and initiative-petition legislation. His office said the Missouri First Map in HB 1 was created by his team. On September 28, 2025, he signed HB 1.
Referendum litigation
After voters submitted a referendum petition, the Supreme Court of Missouri unanimously held on September 3, 2026, that the petition was legal, sufficient, and timely. The court held HB 1 had not taken effect, held that the 2022 congressional districts remained operative, and restrained implementation of HB 1 unless voters approved it. This ruling concerned the people’s referendum power; it did not hold that mid-decade congressional redistricting itself was unconstitutional.
That day, Kehoe criticized the court’s decision and stated that his administration would continue to stand behind the Missouri First Map as the legal process proceeded.
